Iran is aiming to boost its renewables sector. The current installed capacity of 240 MW is planned to increase to 5,000 MW by the end of 2020. Companies that are investing in renewables make it onto a shortlist to receive a tax incentive, assuming they fulfill conditions relating to the specific location and an output purchase agreement with the government. Despite the attractive tax incentives, the solar market in Iran remains challenging. The Intersolar Summit Iran in Tehran on November 21, 2017 will welcome leading experts on solar power and renewable energy in the region. The 2016 event welcomed more than 400 attendees, twice as many as expected. Main discussions were about grid-integration solutions, financing and foreign investments. The Wind Energy Association of Iran established on 2011, promoting knowledge and improving the level of Iranian wind industry. In addition, this association considers supportive aspect of wind power development in Iran by creating relation between educational institutes and Industries. The main purpose of its annual conferences is to provide a reference for scientific and technological activities of universities, research institutions, organizations and companies active in wind power. On the other hand, this association tries to upgrading the wind power industry development strategy by gathering active companies, managers, experts involved in this industry. The conference will be held this year on 10 and 11 of october 2017. Aim and Scope of the Conference With considerable potential for wind energy, the country has ambitous plans to develop a successful wind industry. The country’s Sixth Five Year Development Plan and the Parliament have approved plans for rapid development of this sector. The Fifth Iran Wind Energy Conference will be held shortly after the new government starts it’s term of office. As the only event devoted whoky to wind energy, it will focus on the shortcomings of this sector until now and examines the opportunities as well as the challenges in the coming years. •Based on the guaranteed power purchase contract concluded between the non-governmental investor, on one side, and TVANIR, on the other side, the whole power generated by the renewable energy power stations is guaranteed to be purchased at approved rates of purchase for a five year term. •The electricity purchase tariffs shall be payable in Rial (Iranian currency) and shall be subject to revision based on the revision formula in the course of the contract in proportion to inflation and change of the currency parity rate (Euro) in order to reduce the investment risks. •The Ministry of Energy shall submit the required proposals to the Economic Council or other concerned authorities to complete and revise conditions and rates if it is deemed necessary. The electricity base rate is determined and communicated by the Ministry of Energy on annual basis based on the relevant bylaw of the Para B of Article 133. •SANA as the coordinator of the projects is working under supervision of TAVANIR. In relation to permits and licenses it cooperates with investors providing them with required information and, if needed, will direct them to the concerned authorities. After issuance of the required permits and licenses SANA shall be responsible to prepare the draft contract in order for it to be signed by TAVANIR. •According to provisions of the power purchase contract and for paying the energy price, if it is possible, a 6 months LC in Rial shall be opened in order to reduce any possible delay in paying the energy price. Otherwise and if the delay persists the relevant pecuniary penalties, already been set and projected, shall take effect. •The income generated by CDM or international environment reward in such contracts shall belong to the investors. •The investors are entitled to sell a part or whole of the electricity they generate to other domestic or foreign applicants transmitting the electricity through the state electricity network.  If the domestic applicant or consumer is preferred over foreign ones then no fees will be levied on the electricity transmission. •Those investors who receive the construction permit are entitled to sign buy-back based contract based on the legal capacities provided in sub para.1 of para. B of Note 11 of the Iranian Budget Law for 2014-2015. Based on the said Law the government shall, in return for the electricity generated by the renewable energy power stations and after calculation of the total fuel saved, deliver equal volume of the same fuel type or crude oil to the investors within maximum of a two year term. After the two year term whole price of the electricity generated by renewable energy power stations will be payable based on the executive directions and relevant approvals provided in Article 133 of the Fifth Iranian Five Year Development Plan Act. •According to the para. G of Note 9 of the Iranian Budget Law for 2014-2015 the Ministry of energy shall, in addition to price of electricity, receive thirty (30) Rials for each kilowatt, as additional charge to be printed on the electricity bills, from all electricity subscribers with the exception of municipal and rural subscribers as well as owners of agricultural wells. All the money collected shall be deposited with the Iran State Treasury and up to maximum of four thousand billion (4000000000) Rials of it shall be spent by TAVANIR for development and maintenance of the rural electricity grid as well as generation of renewable and clean electricity. •Based on Article 139 of the Fifth Iranian Five Year Development Plan Act the government is entitled to use the controlled (administered) funds and the interest subsidy facilities in order to prepare the ground for generation of up to 5000 megawatt wind and solar energy in the course of the plan in proportion of its requirements in the field of energy generation.

Minister of Energy in the first Iran- EU business forum on sustainable energy claims that Iran is one of the victims of climate changes / developmening renewable energy H.E. Chitchain mentioned that holding this business forum shows special interest of European Union and Iran's organizations and policy makers to find a solution to reduce greenhouse gas emissions and global warming. He also claimed that Iran is a country that suffers from continuous drought due to climate change. For example drought of wetlands, dust phenomenon and reduction of underground water resources level also drying gardens and farms, villages lack of inhabitants in many areas in Iran due to the lack of water, are the results of these changes in our country. According to the report from public relations of Renewable Energy and Energy Efficiency Organization of Iran (SATBA), Minister of Energy said that in order to overcome the problems, wide range of activities are scheduled by the governmental policy makers and parliament. These activities are scheduled with cooperation of all governmental agencies and private sectors that are on the process. Most of these activities as the rest of the world are based on three areas: adapt to new conditions, reduce greenhouse gas emissions and participation in international cooperation. He mentioned that energy management and energy efficiency are important issues in the place of energy supply and demand that have been on the agenda of the ministry of energy during recent years. His Excellency also said that development of renewable energy is also among other tasks of ministry. At the moment we have installed 11600MW renewable power plants in the country. This amount is involving about 15% of the total capacity of the country's installed power plant. He added that wind and solar power plants in 2016 have been increased about 7 times compared to 2015. Capacity of wind and solar power plants increased from 140MW to 350MW in the last three years. Islamic Republic of Iran and the Ministry of Energy have done great support for development of renewable energy during the recent years. These supports including the 20-year guaranteed power purchase agreement from clean and renewable energy power plants to the average price of 11 dollar cent per kilowatt hour, while the price that we sell electricity is about 2 cents per kilowatt hour. We have defined 30% incentives which are going to be added on Tariffs for investors who will use local manufacturing. Islamic Republic of Iran, despite having rich resources of fossil fuels, in order to keep pace with the global effort to reduce global greenhouse gas emissions, voluntarily agreed to have serious participation in the global agreement. This participation aims to reduce about 4% emissions by 2030 and we try to increase the share of renewable energy up to 7500 in the next 5 years. He mentioned that according to data from the ministry of economy and finance, more than 3 billion dollars request for investment in the field of renewable energy was recorded in the country that part of this amount has been already operated and the rest is on the process. At the end he mentions that Iran has an important role in sustainable global energy and at the moment is ready to cooperate with European Union on energy security.

Just hours ago the first Iran- EU business forum in the field of renewable energy was hold with the presence of Mr. Chichian the Minister of energy, Mr. Adnan Amin the director general of International renewable energy agency, Mr. Canete the commissioner of European Union, Ms. Susanna Terstal the ambassador of Netherland and other national and international officials in the ministry of energy in Tehran. According to the report from public relations of renewable energy and energy efficiency organization of Iran (SATBA), this forum was hold based on an agreement between the European Union and Islamic Republic of Iran. In this meeting many people were participate from governmental and private sectors with the aim of creating a close relationship among domestic and foreign investors and contractors in the field of renewable energy in the place of ministry of energy in Tehran. This report also adds that at the beginning of the forum the Minister of energy, commissioner of European Union, General Director of International Renewable energy agency, Ambassador of Netherland, Deputy Minister and head of renewable energy and energy efficiency organization of Iran and head of foreign investment organization of Iran deliver their speech.
